From 18 to 19 May 2016, Moscow hosted Fifth Federal Congress on Electronic Democracy (FKED 2016) dedicated to topical issues of using the latest technologies of e-democracy in the work of government bodies, business and civil society institutions during the crisis.
The holding of the Congress was due to the difficult economic situation in the country and the need to find urgent measures that would help optimize budget spending in areas such as housing and communal services, healthcare, education, social protection, etc.
The purpose of the Congress was to develop anti-crisis measures based on the use of new technologies. More than 300 representatives of the leadership of federal and regional government bodies, public figures, heads of non-profit and commercial organizations developing the information society, well-known Russian and foreign experts in the field of e-government and e-democracy took part in it.
Among them, our today's interlocutor made a presentation - Alexey Anatolyevich Kukhtinov, Member of the Board of the Kaluga ICT-Cluster, Deputy Director of CJSC Kaluga Astral. Alexey Anatolyevich devoted more than 15 years of his life to the field of IT technologies, to whom, no matter how he knows, what is in particular demand now and what technologies are the future for.
You spoke with a project called "Unified National Mobile Electronic Signature Platform". Why this particular topic?
The choice of this topic was not accidental, it is new, there are simply no analogues in Russia. You need to understand that this is a promising area that will provide access to any person in the street to electronic legally significant services. The use of an electronic signature on a sim card will democratize the approach to electronic signature (ES).
The very technology of using a signature on a SIM card has long existed in a number of foreign countries, such as Kazakhstan, Sweden, Spain, Korea, Latvia and many others, and is successfully used for the needs of citizens' interaction with government and commercial structures. I believe that it will not hurt us to adopt international experience.
- What to expect from the project?
First, it is budget savings at all levels. With all this, there will be a significant reduction in the costs of citizens for organizing interaction with state and municipal institutions, thanks to the use of the electronic signature (ES) mechanism, which together will make services more accessible to the population.
- What are the advantages of using electronic signature?
The existing electronic signature technologies on the market make it possible to simplify the organization of users' workplaces as much as possible, but do not forget that initially this will require additional capital investment to purchase the necessary software and hardware for electronic signatures. In addition, a sufficiently high level of qualifications of citizens in the field of information technology is required.
Our project on the use of a single national platform for mobile electronic signature makes it possible to safely use enhanced (qualified) electronic signature on any mobile phone. That is, potentially all citizens who use cellular communications will have such an opportunity.
- What will the interaction of the subjects look like in reality?
Very simple. You can go to the Internet from any gadget (personal computer, smartphone, etc.) and make a request for access to the required state, municipal or commercial WEB-portal, which in response asks for your mobile phone number. After that, the WEB-portal sends a formalized request for confirmation of the citizen's identification to the National Mobile Electronic Signature Platform via secure communication channels. The platform receives the request, searches for the subscriber with the required number.
Further, the cellular operator, having received a request in a specialized form, redirects it without processing to the subscriber's SIM card with the required number. The SIM card initiates a special protected mode of the phone, in which only input-output devices (screen and keyboard) are available to the citizen. The mobile phone screen displays information about the need to confirm the request for access to a specific WEB-portal. Then you need to enter the signing PIN (this code is different from the phone lock codes). After successfully entering the PIN, the request is signed inside the citizen's sim card. The signed request is sent automatically to the cellular operator, then to the Platform and to the WEB-portal. The WEB-portal verifies your electronic signature under the initial request and, in case of successful verification, provides access to its resources.
- When are you ready to start implementing the project?
At present, the project of this technology has already been fully implemented and tested on large volumes of users. And all Russian-developed system modules in the system use Russian GOST cryptographic algorithms, which fully corresponds to the state program for import substitution. Thus, we are ready to start implementing the project now.

At the end of October, the Krasny Triangle Arena hosted the Football School Branches Tournament. A large-scale event in the world of youth football brought together many young football players, their coaches and parents under the arches of our arena. And the winners and prize-winners were awarded by the player of St. Petersburg "Zenith", its star, Miguel Danni.
- Did you visit our arena for the first time?
- Yes, I do not train children on the "Red Triangle"! My trainings take place in other branches of Football, but after the tournament I still have the most positive emotions from the Arena. After all, the main thing is a comfortable temperature and high-quality pitches for our young footballers.
- Is this the first branch tournament in which your team participates? Was there anything to compare with?
- Yes, the first one. I will say that this is also the first interbranch tournament for the Football School! This is an amazing and very important experience. We are growing and developing. I want to say thank you to Football for being a part of such a friendly team that has taken on a great job!
- In one of the general photos of the coaching staff, taken in our arena, there are about 37-38 coaches. Is it really so?
- Even a little more! Unfortunately, some were unable to attend the tournament for good reasons.
- In this case, a reasonable question - how many branches do you have?
- If my memory serves me, then 16. We will not stop there! We will still have branches open.

- Yes, two! This, of course, makes the job easier. It is important to supervise everyone and help them do the exercises when some of the children are not doing so well. 4 eyes are still better than 2 (smiles).
- Let's go back to the tournament. Were you surprised to invite a star like Miguel Danni? And what was the reaction of the children to his arrival?
- I will say that we were not completely sure that Danny would come to the tournament. Therefore, all the young footballers were pleasantly surprised by the meeting with the famous Zenit player. For children, this is undoubtedly an event and an incentive to be better, attend trainings, obey the coach, because everyone dreams of playing in a club like Zenit. It was a surprise to my parents, and we kept it a secret until the grand culmination of the football festival.
- How do you feel about the competition between schools? Does it spur you on, makes you nervous, or maybe it makes you angry that there are so many of them?
- Of course, many commercial football schools have opened over the past year, and parents should be careful when choosing a startup for their child. In our football school, many coaches are licensed, some have previous experience playing for serious clubs, and we deal with football practitioners. Our leaders create unique training methods. And the coaching staff often undergo training, including with child psychologists. good coach Is a good psychologist. So we are not afraid of competition!
- Tell us about your career as a player?
- My road to big football began after the 2002 World Cup. After watching it on TV, he began to disappear all day long in the yard. Then he asked my parents to send me to the football section, went to see the sports school "Zenith", where the coach was Alexander Dmitrievich Pronin. I want to say thank you very much to him, because I consider him my first coach who taught me a lot. Without finishing school for children, I went to the youth team of FC "Moscow", having signed a contract for 3 years, but unfortunately, the team was disbanded after half a year. Then my football journey continued at FC Lokomotiv Moscow, but having missed Peter and my family, I decided to return home and signed a contract with the Zenit youth team and at the same time received an invitation to the Russian youth team under the command of Dmitry Alenichev. The trip was successful, we took 1st place in the international tournament. But, to be honest, it is almost impossible for a young player to get into the base of Zenit, it is very difficult to compete with the legionnaires. As a result, I began to play in the Second Division of the Russian Championship for FC Karelia, where I lost myself and gained experience in men's football, however, it soon became bankrupt. I thought maybe this is a sign from above that we need to end, but still football life was deep inside, and I said to myself - no, let's play some more.
Having signed a contract with FC Sever, I faced difficulties in paying salaries. The guys did not receive it for 3-4 months. Thoughts that it was time to finish kept popping into my head. My extreme club was Torpedo Armavir, where there were old problems, but I have no regrets. We won our zone "South" (the second division of the Russian Championship), and I became a candidate for Master of Sports. And then I decided that this is all. But I am very grateful to football for what he gave me. Football is my whole life. Thanks to him, I have seen life, found friends.

- How did you come to work as a children's coach?
- I began to think and ask myself the question: "What can I do?" What I want to do and what I will like. Naturally, the answer was not long in coming, and I realized that I wanted to stay in football as a coach! I want to pass on the experience that I gained while training and playing with the masters of their craft.
- What is your attitude to futsal? You can't play big football at the Arena "Red Triangle", but you can easily drive a 4-ku. How useful is it for children in your opinion? Do you often play it yourself?
- I have a good attitude to futsal. There are some tricks there. But the soul lies more with classic football. As for children, the ball is 4 lighter, the technique develops better with a small ball. It was not for nothing that we were forced to fill even with a tennis ball.
