    Last year, we met with Alexander Petrovich Baranovsky in the Samara "Wings of the Soviets" - he is the president, I am the coach. No dialogue. Soon, Nazar and I realized that resistance was useless, we were surrounded - surrounded by typical army senselessness. They provided financial reports, after which Baranovsky realized that the army really did not allocate any funds for the maintenance of the club, and did not begin to claim the players whom we collected, as well as those who wanted to work with Tarkhanov.

    In "Torpedo" we took everyone we wanted, with the exception of "private" Semak. Everyone I once took "raw" and helped them get to a good level: Khokhlov, Bushmanov, Gashkin, Yankauskas, Mashkarin and Samaroni changed their red-blue colors to black and white. Then the time of "club patriotism" was replaced by a market economy, and people began to think not with slogans, but with their heads. This is before, if you became an army man, then you will die as an army man. Such concepts as career development, “own” coach, and a banal piece of bread came to the fore. Do not forget that it was the mid-90s in the yard, and the guys who remained in CSKA were left to their own devices, since no one could guarantee them a decent tomorrow. At the same time, I could not take everyone with me to Torpedo, since there was already a team there, and we were invited there to work for its benefit.

    The first surprise was the abolition of the post of Deputy Prime Minister for Agro-Industrial Complex Issues - I take off my hat to the sagacity of my colleague Vladimir Chopenko. However, the innovations affected not only the agrarian sector: there is not a single sectoral deputy prime minister in the government of Yulia Tymoshenko.

    At the moment, it is difficult to assess the consequences of the abolition of the post of agrarian deputy prime minister. I remember that back in the fall of 2003, when a similar step was being prepared, the head of the Ukrainian Agrarian Confederation, Leonid Kozachenko, warned that the elimination of the post of Deputy Prime Minister for the agro-industrial complex would lead to economic decline in Ukraine ...

    Another surprise was the appointment to the post of head of the agrarian department of the people's deputy-socialist Alexander Baranovsky. Presenting him in the Verkhovna Rada, the newly-made prime minister emphasized that this person knows firsthand about the problems of the agro-industrial complex, has the qualifications of a scientific agronomist, etc. Nevertheless, in agrarian circles, Baranovsky is little known. Probably, simply because he devoted his entire career in parliament (which began in 2002) to budget problems - first as a member of a specialized committee, then as head of a subcommittee.

    Baranovsky's "coronation" to the agrarian throne caused a mixed reaction from the interested public. Thus, the Association of Farmers and Private Landowners of Ukraine called this step the result of the SPU's political pressure on the President. The AFZU leadership also stated that they had not heard anything about Baranovsky's activities and were at a loss. In principle, they can be understood: AFZU President Ivan Tomich was considered one of the most "passing" candidates for the post of Minister of Agricultural Policy.

    However, there are other opinions as well. In particular, the appointment of Baranovsky was supported by representatives of the People's Agrarian Party faction, the leadership of the Ukrainian Grain Association, as well as the acting Minister of Agrarian Policy Yuriy Luzan. All of them spoke of the new minister as a good agricultural specialist, a decent and honest person.

    In turn, so as not to seem subjective, we present the biographical data of the head of the Agrarian Ministry.

    Alexander Petrovich Baranovsky was born on March 28, 1955 in the village. Nuts of the Zhytomyr region. (It seems that this region is becoming a forge of personnel for the leadership of the agro-industrial complex - hence the ex-minister of the agro-industrial complex Sergei Ryzhuk). Alexander Baranovsky graduated from two agricultural institutions: first - Zhitomir Agricultural College, and then received higher education at the Agricultural Institute (specializing in Agronomy).

    It is worth noting his rich experience in the agro-industrial complex. In his native region, Alexander Petrovich worked as an agronomist for plant protection, chief agronomist, then became chairman of the collective farm. He also worked as the first deputy head of the regional executive committee - the head of the regional agro-industrial association. The further career of Alexander Baranovsky was closely connected with politics - the first secretary of the district committee of the Communist Party of Ukraine, the representative of the President of Ukraine.

    The current minister of the agro-industrial complex managed to be both a businessman (from 1994 to 1997 - the director of Ban LLC, later reorganized into the Sphinx private enterprise), and a journalist (from 1997 to 2000 he worked as a correspondent for the Pravda Ukrainy newspaper). In Kiev, he became an assistant-consultant to the people's deputy of the parliament of the third convocation V.D. Sinko. (SPU-SelPU), and soon he himself joined the parliamentary ranks. Before his appointment to the post of minister, Baranovsky was the head of the subcommittee on budget revenues of the profile committee in the Verkhovna Rada.

    From April 2002 to February 4, 2005, the people's deputy Baranovsky spoke 160 times from his seat, 48 times from the rostrum. In addition, in collaboration with other parliamentarians, he submitted 24 bills for consideration by the Verkhovna Rada. The bulk of the projects dealt with budgetary issues (the position was binding), as well as social problems. By the way, Alexander Baranovsky was never seen in the inter-factional "Brownian" movement, remaining loyal to the socialist faction.

However, it would be foolish to lock in pessimism, nodding to the failures of their predecessors. On the contrary, the transfer of the "helm" of the Agrarian Ministry to new hands cannot but be encouraging. Moreover, it seems that rare qualities are combined in Alexander Baranovsky - solid practical experience in the agro-industrial complex, excellent knowledge of budget nuances and the economy in general. And finally, he is my colleague (albeit a former one). And I really want to believe that Alexander Petrovich, having gone into politics, did not forget the basic commandments of a journalist: honesty, truthfulness, objectivity and social responsibility. By the way, these are the qualities - ideally - every person in power should have, be it the executive, legislative or judicial branch.

I assured the players that with the help of the pool of sponsors, which has already been formed, and the government of the Samara region, all debts will be paid off in the near future.

    - You met the team on July 9th, although the transfer market has been running for a week now. Not too late?

    I do not think so. The assignment to deal with the problems of the club after German Tkachenko resigned as president, I received only the day before yesterday.

    - That is, it turns out that the negotiations dragged on?

    In my opinion, they, on the contrary, passed quickly enough, especially given the complexity of the issue. Negotiations lasted a little over a week, and on June 29, German Tkachenko and I signed a memorandum on the principles of transferring the Krylya Sovetov football club under control to new shareholders. And next week we plan to carry out all the formal aspects of this deal. So, I hope this process will be completed in the near future.

    - V Lately Karyaka, Poshkus, Ovie and Kolodin left the Samara team. Was the memorandum really about the sale of four of the club's players?

    Three. The fact is that Kolodin, as it turned out, did not belong to Wings of the Soviets. However, this question is better to ask the former leaders of the club.

    - And what are the prospects for Alexander Anyukov's Wings of the Soviets?

    The situation with him now is as follows. Recently, we had several meetings with the footballer himself and with his agent. On Friday, Deputy Governor Sergei Sychev gave Anyukov guarantees that his financial wishes would be fulfilled. So now the final decision will be made by the footballer himself. We all, of course, hope that he will stay in Samara.

    - German Tkachenko has repeatedly complained that the negotiations were accompanied by forceful pressure on him. In your opinion, were the numerous visits of the Department of Economic Crimes and other fiscal departments to the base really connected with the search for crime? Or is it just the fastest way to understand the real cost of the issue?

    I do not know if these checks were scheduled. And in general, I have no right to comment on the actions of law enforcement agencies.

    - Some Samara mass media disseminated information that you have been appointed as the interim president of the club. Is this the exact wording?

    Not really. Although you know this saying: nothing is more permanent than temporary. This is the decision of the governor, with which the new shareholders of the club agreed.

    - Now it is ethical to ask the question: what was the previous management of the club?

    The management was good, and a vivid confirmation of this is the third place in the Russian championship and the number of spectators in the stands of Metallurg. But in general, I think that the fans are not at all interested in the problems of shareholders, their relationships and property issues. For people, the main thing is the team's game and its result. Therefore, do not expect comments about the previous leadership either now or in the future - I think this is simply inappropriate.

    - Then I will ask in a different way: which of the current life of the club would you like to keep, and what would you prefer to give up?

    You know, now the club has only one problem - to fulfill its financial obligations. To maintain a team like Wings of the Soviets requires a lot of money, and you need to be the owner of a very large business to support it. Since German Tkachenko tried to solve all the problems himself, he faced difficulties. We are creating a pool of investors who will also be shareholders of the club. Football is considered to be a business. This is true, but not for club owners. After all, the economic situation in the country is such that the clubs do not bring large incomes. This is due to the fact that we have a small capacity of the advertising services market.

    In 1998, before the default, the entire advertising market in Russia was estimated at $ 500 million. Even if today it is eight times more, the capacity of the football market itself is estimated by comparable figures abroad. And our fans cannot buy expensive tickets yet. However, the country is developing and the prospects of the clubs are visible. In addition, our football economy has already established rules of the game that will facilitate further development. Say what you like, but the economy is much larger here than in basketball or hockey, not to mention other game sports. That is, returning to your question, I can say that the main thing is to put the club's economy in order. Everything else is already in “Wings”.

    - Does it follow from your words that lately the Samara club has lived beyond its means?

    Perhaps yes. A serious task was set, its implementation demanded large expenses. For some time, Tkachenko sought these funds, but then the moment came when his income was not enough.

    - Everyone seems to know about the club's colossal debts. Who in the current situation will the club's creditors turn to - you or Tkachenko?

    A legal entity is responsible for the club's debts. That is, you need to contact the Krylya Sovetov football club. All the club's problems after the deal to change the owner will fall on the shoulders of the new shareholders.

    - What, in your opinion, is the motivation for new shareholders?

    Everyone understands perfectly well that big football is needed by the fans, that is, by the entire population of the Samara region, where it is more popular than in any other region. Russian Federation... Therefore, the governor took an active part in the selection of future investors. Of course, he will create certain conditions for their business, so that they help the club. But at the same time, these people, on whom the fate of "Wings" will now depend, are not accidental in sports. Let me name at least the well-known cyclist Igor Viktorovich Makarov, who heads the Itera company, which took part in the organization of the Commonwealth Football Cup, or Andrey Georgievich Ishuk, who created the world's best women's basketball team in Samara.

    - The current Wings are not only a good football team, but also a fairly extensive infrastructure. What is the fate of the other divisions of the club?

    I invited Alexei Ivanov to work, who will become the marketing director of the club. He will deal with these issues. I am not yet familiar with the financial and economic activities of the club and therefore I am not ready to say something definite. But all that was created, of course, must be preserved. Although, of course, it is necessary to restructure the activities of all club divisions taking into account economic realities.

    - Who else will be included in the management headquarters?

    Avalu Shamkhanov will be responsible for the selection. I can remind you that it was his professionalism, along with the coaching gift of Oleg Dolmatov, that allowed CSKA in the 98 season to give out a record winning streak and take second place in the Russian championship. The new director of the club will be Alexander Soloviev - a person whom I have known for probably twenty-five years. At one time he was a player of "Kairat", and gained fame as the head coach of the women's football team CSK VVS, which has repeatedly won the Russian championships. Now at CSK VVS, he created a football school. As for the coaching staff, no changes are planned in it.

    - Will Wings of the Soviets afford expensive players?

    My personal experience suggests that it is not entirely true to see the salvation of the team in the acquisition of expensive players. For example, the Dynamo hockey club, which became the champion of Russia, had a budget three times less than Ak Bars, which, as you remember, did not even make it to the semifinals. There are many other contributors to success besides the cost of the players.

    - Can you announce the club's budget for the next season?

    I think it will be about the same as this year.

    - Is it debt free?

    I must say that the debts will persist for some time. We will hold negotiations with creditors, we will try to restructure the club's debts. Lenders should understand that debts will be repaid, there are sources and mechanisms for their repayment, but we will try to do so to somehow soften the entry of new shareholders into the club.

    - From all that you have said, I would like to conclude that the Samara team will remain not only combat-ready, but also a noticeable unit. Russian football... Do you confirm?

    The competence of the coaching staff and the qualifications of the players who won for Samara bronze medals, nobody can doubt. So, if we solve financial problems, then the team will have more arguments and motivation to move forward. I hope that it will be like that.

    Will Baranovsky replace Maslov?
    They say that the former president of the Constitutional Court is going to return to Samara. And what? Here, the sport is run by his former subordinate, now the Minister of Sports of the region, Dmitry Shlyakhtin, with whom, as the spiteful critics say, a lot of intoxicating hussar-style, glasses were drunk from the elbow while serving in the capital's FC CSK. Both seemed to have distinguished themselves in the field of the collapse of the economy under their jurisdiction. Why not continue such cooperation further? In the meantime, a few facts, thanks to which Baranovsky was remembered by Samara residents.

    Well, to put it briefly, Baranovsky took loans allegedly to pay off the club's debts, which were formed during the reign of German Tkachenko. Baranovsky did not pay off his debts. Moreover, he made new ones. And at the same time, for some reason, after leaving his post, the club remained in debts to Baranovsky himself. As much as 20 million rubles.

    “The story is all the more curious because similar charges were brought against Aleksandr Petrovich by the Chief Military Prosecutor's Office after he was retired from the post of Head of CSKA in 1999. Then different departments of law enforcement agencies opened four criminal cases against Colonel Baranovsky. But it didn’t come to “landing”. Having survived this trouble, he became the head of the hockey club Dynamo Moscow, where questions also arose for the talented manager. Well, in Samara, apparently, he decided to perform a swan song.     P.S. The criminal prosecution of Baranovsky ended in nothing. The documents required by the investigation were in one of the offices of the KS base. That is, the former head of the Minister of Sports Shlyakhtin does not forget that the Samara football club owes him 20 million. And, quite possibly, he will try to return the debt with the help of his former subordinate.

    According to Kommersant, the investigation believes that there was no need to obtain these loans at all, since at that time the government of the Samara region and Krylya Sovetov had already signed an agreement on the allocation of 200 million rubles to the club from the regional budget. “Acting contrary to the interests of the club and thereby worsening its financial position and increasing accounts payable in order to derive benefits and advantages in the personal interests and interests of the founders and managers of Anro LLC and Quartan Enterprises Ltd, Alexander Baranovsky instructed the general director of the club to conclude these loan agreements” , - they said in the regional prosecutor's office.

    At the same time, Alexander Baranovsky himself commented on the information about the criminal case initiated against him on the fact of abuse of power.

    « Nobody informed me about the opening of the case. True, I was already asked this question and I immediately instructed the lawyers to look into the situation, - Baranovsky told Interfax. - In the meantime, I can say: according to the charter of the club, the powers of the president were limited to representative functions. That is, to exceed them - and this is what is discussed in Article 201 of the Criminal Code - I could only insult some of my colleagues or journalists, for example, for an uncomfortable question addressed to me. As far as I remember, being the president of Krylia, I did nothing of the kind».

    Be that as it may, but Baranovsky is one of the most scandalous figures in Russian sports. It is enough to remember all his conflicts and scandals. Two years ago he was the president of FC Krylya Sovetov. And except for the purchases of players not very necessary for the club and the coaching resignations, I no longer remember anything.

    First, he fired Gadzhi Gadzhiev with great noise, and then Sergei Oborin was thrown out of the team. Coaching resignations in the Russian championship are generally a cardinal measure and popular among managers, even though the healing effect of such rearrangements is not achieved in all cases. And Baranovsky always used it.

    But, perhaps, most of all, Baranovsky was remembered by all the fans during the conflict in hockey CSKA, in which he was directly involved.

    The conflict between the head of the "Hockey Club CSKA" LLP (HC CSKA) Valery Gushchin and the head of the Central Sports Club of the Army Alexander Baranovsky began in 1996 and reached its climax in 1998.

    Then Baranovsky tried to storm the Ice Sports Palace, but in the end, a check from the Ministry of Defense came to him: the leadership of the army club was suspected of financial fraud.

    For the first time, the then head of hockey CSKA Gushchin and Baranovsky quarreled back in 1994. They did not share the Ice Sports Palace, the lease rights of which belonged to HC CSKA (LLP was formed in 1992, when the Ministry of Defense ran out of money to finance hockey players). Baranovsky started a long lawsuit and lost it - the palace remained with Gushchin's club. The head of CSKA achieved something: the court banned the hockey club from using the abbreviation CSKA.

    Then, having connected his connections at the top, he sent tax officers to HC CSKA. The tax police accused the club of tax evasion for 3.5 billion rubles and opened a criminal case against Gushchin. But it is about to fall apart: two instances arbitration court have already recognized the inspection report drawn up by the tax police as illegal. It seemed that the conflict was over and Gushchin defended his position. But that was not the case - passions flared up with renewed vigor.

    At the end of June 1998, the Ministry of Defense, unexpectedly for Gushchin, issued an order to the Baranovsky hockey club to overhaul the Ice Sports Palace. After that, the conflict, which has been proceeding so far in a completely civilized manner, took on completely different forms.

    On July 21, 1998, on the day the overhaul began, private security guards hired by CSKA did not let Gushchin's people into the sports complex. But the director of the palace, Mikhail Vorobyov, and the lawyer of the HC nevertheless got there from the back door, locked themselves in the office and began sending out SOS signals: with complaints about the illegal, in their opinion, seizure of the building, they began to call the Main Military and the Prosecutor General's Office.

    Prosecutors decided not to interfere with the athletes' conflict, but one of the officers of the Internal Affairs Directorate of the Northern District arrived. He demanded "to remove the armed civilians from the territory of the military facility."

    Deputy Defense Minister Vyacheslav Meleshko arrived to separate the warring parties. He ordered the restoration of the status quo. Security was removed from the building, and Gushchin's supporters could now walk freely throughout the palace. But there is little sense in this: their opponents from CSKA are in full swing carrying out renovations, after which they hope to get the building at their disposal.

    But, in the end, the victory did not go to Baranovsky. Two hockey CSKA teams united, Baranovsky left the army club even earlier and went to “raise football”.

    Colonel Baranovsky is in many ways a unique military official. He surprisingly combines the qualities of army chiefs, about which Vysotsky sang (meaning the desire to command coaches and athletes, put them on his boot, send unwanted players to pull the strap into the unit), with the acumen and resourcefulness of today's businessmen. He was one of the first in the military department to understand that modern sport is a lot of money.

    For two and a half years after Baranovsky appeared at the helm of CSKA, he and head coach Alexander Tarkhanov coexisted peacefully. Everyone did their own thing. Tarkhanov created practically a new team and, at the same time, was engaged in economic activities as president. Baranovsky, limiting his participation in the affairs of the team, providing an arena and a base in Arkhangelskoye, decided to withdraw from football and was actively involved in commerce. While the stadium on Peschanaya finally fell into disrepair, the army arena on Leningradsky Prospekt began to turn into one of the busiest flea markets in Moscow before our very eyes.

    The trip to football CSKA "coincided" in time with the rather successful sale by the club abroad of the best army player of that period - Vladislav Radimov. It was then that unrest broke out in CSKA literally out of the blue. In the language of army physical education,

    Baranovsky tried to carry out a "rise" with the help of a coup in the club. Tarkhanov responded by firing the administrator of the Kardivar team, as well as the expulsion of the players Ulyanov and Karsakov.

    Three rounds before the finish of the championship, after a series of seven victories, including over Dynamo, Alania, when CSKA had a real prospect of competing for gold. Baranovsky created a meeting of the founders of the club and demanded that Tarkhanov be replaced with Sadyrin, who had not yet parted with Zenit, and that his man, Tengiz Verdzadze, be appointed to the post of general director of the football club.

    However, it was not possible to make an instant revolution in football CSKA. Just like half a year before that, it was not possible to sink the hockey CSKA, led by Viktor Tikhonov. Nevertheless, at a critical moment, Tarkhanov's team was agitated, its preparation for the decisive meetings was undermined. To a decisive extent, this influenced the fact that the army team smeared the ending of the championship.

    Then, when the co-founder of PFC CSKA Oleg Kim, who has 72% of the club's paid-up shares, and Tarkhanov left Moscow (the first was on a business trip, and the second was on vacation), Baranovsky sealed the club's office, took away the base in Arkhangelskoye and the bus from the players. Acting exactly according to the "hockey" scenario, he set about creating an alternative team.

    As a result, Tarkhanov left CSKA, but Baranovsky did not stay in the army club either. Several years ago, the colonel decided to "take" Samara. But his work at Wings ended with this criminal case ...
